"Plumber near me" gets 462,000 searches a month nationally, and "plumber buffalo ny" gets 90. Buffalo customers are not typing the city name. They search "near me" or just the service, and Google fills in the location. That makes the map pack, which is built for those searches, the main prize in this market. A page aimed only at "plumber Buffalo NY" is aimed at a sliver.
Roofing stands out. "Roofers buffalo ny" gets nearly three times the searches of "plumber buffalo ny", which fits a city with this much snow on its roofs.

Wings out-search every service term on this page, including the 350 searches for "dentist buffalo ny". For a restaurant, being named in the articles that answer that search is worth more than a city page. For a practice or a trade, "best" searches are small, so organic work should go to town pages and to cost and how-to questions.
