How is local SEO different across New York?

New York is two markets that share a name. The state had 20,201,249 residents at the 2020 census, and 8,804,190 of them, about 44%, lived in New York City. Two-thirds of the state lives in the New York metropolitan area. The other third is spread across 62 counties that include Buffalo, Rochester, Syracuse, and Albany.

Google ranks local results on relevance, distance, and prominence. In the city, distance does most of the sorting. Upstate, prominence does.

In the boroughs, think in blocks

With that many people on that little land, there are competitors on every block. A dentist in Astoria is not competing with a dentist in Bay Ridge, and often not with one a mile away. The first grid scan in the city is usually a 5-mile grid or smaller, and it shows a top 3 area far tighter than owners expect.

Two things follow. Your Business Profile has to match the search exactly, because proximity will not save a weak listing. And your website needs to name the neighborhoods you serve, not only the borough.

Upstate, think in cities and suburbs

In Buffalo, Rochester, Syracuse, and Albany, a business can hold the top 3 across a much larger area. The work shifts toward reviews, complete profiles, and pages for the suburbs around each city. A plumber in a Rochester suburb usually needs a page for Rochester itself and for each town in its service area.

Which New York rules affect local marketing?

This is a summary, not legal advice. Check the current rule text before you publish.

Attorney advertising: Rule 7.1

New York rewrote its attorney advertising rules effective June 1, 2026, adopting the American Bar Association's model wording for Rules 7.1 and 7.3. The old rule was one of the most detailed in the country, and the new one is short. Guidance from the New York State Bar Association covers the points that touch a website or a Business Profile:

  • No false or misleading statements. This is now the core test for every communication about a lawyer's services.
  • Name and contact information. A communication must include the name and contact information of at least one lawyer or law firm responsible for it.
  • The label is gone. The "Attorney Advertising" label is no longer required. The rule also no longer requires the principal law office address.
  • Results and testimonials. The disclaimer "Prior results do not guarantee a similar outcome" is no longer required, though the bar association still suggests using it. A testimonial needs the person's permission to use their name, image, and likeness.
  • Specialist claims. A lawyer may not claim to be a certified specialist without an accredited certification.

Contractors: New York City licensing

New York City requires a Home Improvement Contractor license for construction, repair, or remodeling work on residential property in the five boroughs. The Department of Consumer and Worker Protection issues it. Applicants pass an exam, show workers' compensation coverage, and either join a trust fund or post a $20,000 surety bond.

Outside the city, licensing is set locally, so a contractor who works in several counties may need more than one license or registration. Check each one before you advertise there.

What this means for Local Services Ads

Google screens every Local Services Ads advertiser and checks licenses where the law requires them. For lawyers it checks the state bar license of each lawyer in the firm. A city contractor should have the DCWP license number ready before applying.

What does the Local SEO program need from a New York business?

The program requires:

  • a verified Google Business Profile at a real physical address
  • at least 10 reviews
  • a rating of 3.5 stars or better
